Negotiations between America and North Vietnam had been ongoing since 1968 and in secret from 1969. Kissinger was the main US representative and Le Duc Tho represented North Vietnam. US relationships were improving with both China and the Soviet Union (a period of detente). Meanwhile, relations between China and the Soviet Union were very strained with the two communist countries almost at war with each other and so anxious to improve their relationship with America. Conseequently, Nixon saw this as a good opportunity for peace.
Under the policy of Vietnamisation, Nixon was rapidly withdrawing US troops. At the same time, he was escalating the conflict in other ways. In 1969 Cambodia was secretly bombed to try to disrupt the Ho Chi Minh Trail and in 1971 the US backed a South Vietnamese invasion of Laos. In 1972 Operation Linebacker was a massive bombing campaign by the US against North Vietnam after the North had invaded and captured part of the South.
A peace agreement was finally reached in January 1973 at the Paris Peace Accords that South Vietnam would be an independent country and all US troops would be withdrawn from Vietnam by March 1973.
In December 1974 North Vietnam invaded the South and captured Saigon, the South Vietnamese capital in April 1975. Although the USA had promised to continue to support South Vietnam with money and weapons they failed to do this as the US Congress (Parliament) felt that enough money had been spent already.
Thirty years after the end of WWII, Vietnam finally became united and communist and the US failure was complete.
